Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of conflicting incidents captured the bleak nature of the current period. By day, political struggles are fought: hopeful statements are released from various governments. Immense energy is allocated on restraining particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a capability provided through up-to-date information. From vantage locations, defense planes that had been scrambled to counter approaching guided weapons roared overhead – sophisticated military planes supplied to Ukraine by NATO members.
Moments later, Kyiv's missile defense thundered: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every deployment creates sudden vibrations, rattling buildings. The brief panic quickly transforms into sober acceptance: maybe the hostile projectile won't strike its target this time, sparing the city from catastrophe and additional electricity failures.
Ongoing Risks
Soon after, a automatic firearm fired at a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it maintained course toward its objective.
With pauses, this carried on until dawn. Kyiv greeted the early updates: several casualties, damage and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's vital need on international aid – a need that regional partners are clearly incapable to replace in the short term.
Unsuccessful Negotiations
The detailed framework from Washington provoked deep reactions, discussion and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new initiative from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, certainly, endure.
Strategic Calculations
It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration operates on a premise familiar among seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government believes that it is impossible to pressure the Kremlin to relinquish the areas that it already controls in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, US leadership does little to discourage Russia, through statements or actions, from believing that the situation will not shift further in its benefit in the near future.
Conflicting Perspectives
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but avoiding a complete military breakdown until conditions improve in its advantage.
Current Realities
Factually, there are no real preconditions for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a only one week to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of representatives, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
